found a possible way to fix this on a steam forum about this:
* close down steam if you are on it
* go to where you saved your steam to, and delete everything in it, except for the Steam.exe, and the Steamapps folder (wich is where your games are stored in)
*reboot your PC
*log into steam as you normally would, it requires you to log in from fresh (remember your password? i didnt lol), at this point, it will redownload and reinstall steam.
* go to your library, right click on the Rome game, and press Properties
* go to the local files tab, and press "verify intergity of game cache", let it run (takes about 10 mins or so)
* when finished, press play game from the steam library, it triggered a user agreement for me, not sure if it does for everyone.
* launcher will start, and for me, the mod manager button appeared right there!
